The only other possibility that I can think of is the flirc device is located too close to the Chromebox. Try using a USB extension cable. This is documented on the following page:

Using an addon ?
I found 3 different VNC addons that may work for you:
TigerVNC (contained in the LE Repo under "services")
Dispmanx VNC
Raspberry Pi VNC
OpenELEC is NOT Libreelec
With that being said, I was able to download the OpenELEC unofficial-addon repo from your link
Did you try the Flirc device in another USB port ?
Try unplugging the Flirc device when it starts going crazy.

I have both a Logitech K340 and K400 wireless KB's. Both work with my (2) Intel NUC's (3rd gen i5) to install LE.
Try booting again to your USB Flash Drive and unplug your keyboard. Then plug it in again, trying each available USB Port. Make sure nothing else is plugged into a USB Port besides the Flash Drive and Keyboard.
If it still doesn't work, borrow someone's keyboard

Do you use SMB to access shares ?
I run (2) 5-year old i5 Intel NUC's and access my files stored on a Windows 10 Desktop Server and 1 gigabit wired network. I have no issues at all.
How are the videos accessed ?
Locally or network ?
Wired or wireless ?
