Problems in previous Kodi releases will not be looked into. Not really.
You can open a ticket with full info on Kodi's bug tracker on Github for problems with Kodi 18 and up.
This problem includes LE 9 and I am opening a ticket right now on Github.

Older Kodi versions up to and including 16.1 worked perfectly for me when accessing my Verizon Media Server from my Intel NUC to play live TV channels over my wired network. The channels are encrypted (.dtcp-ip). Kodi did a fine job of streaming my subscribed channels to my Intel NUC running Kodi 16.1 and older versions.
All newer versions of Kodi either fail to detect my UPnP/DLNA server or fail to play the streams. With the latest LE 9 (Kodi 18), my server is detected and the channel groups are displayed, but not the individual channel list with tags.
I first posted about this issue a little over 2 years ago on the Kodi forum and got zero help. They suggested filing a bug report which I did in March 2018. I supplied logs and actual videos showing the problem but they are so overloaded with new Bugs that I'm not sure anyone will ever see the Bug Report I posted there.
Maybe a developer here could spot the issue by examining my logs. I know they could time out again since I had to upload them twice. Let's hope they're still working. Here are links to my Kodi Forum Post and Bug Report:

Does 9.0.0 require a fresh install or can I just add the file to the updates folder and reboot ?

Are you sure his IPTV feed is not used legally ? From searching google, it seems some countries use IPTV (internet TV).

Older threads mention there is no driver support for Atom X5-Z8350 WiFi (March 2018). Have you tried LibreELEC (Leia) v8.95.2 BETA ?

Have you tried to enter the PC's BIOS screen and changing the boot order ?
Did you try pressing F12 during boot ?

I never heard of a Niveus PC but with most computers, you press the F12 key during boot to select boot order.
What CPU does your PC have ?

A large percentage of NUC users run Linux builds too. I don't think many are splitting the audio and video into two different paths though. Intel recently revamped their entire Forum and dumped the old posts (as far as I can see). I'm not sure if past forum members are still there or not. I always got good help there but that was months ago before the change.

Even though your NUC is running a Celeron (J3455) processor, it should have enough power to play most HD audio and video files up to 1080p. Are any of your files HEVC encoded ? Even my i5 processor has trouble with those files when FFing and RWing.
Have you tried running Windows on your NUC ?

Put some HD Audio Movies on a USB thumb drive and connect it directly to your NUC. See if the audio plays correctly. If it does, then you most likely have a network problem.
