The internal BT on the RPi3 is not the brightest cookie in the world and really, IMO, shouldn't be used for audio. If you want audio over BT get a decent BT USB dongle.
You could try 8.90.003 Here which will have newer fixes and see if that improves things
I really think you are asking a bit too much from the community. What you really need to do, is research the multitude of SBC and find one that meets your specs and then ask if LE supports that model.
You also forgot price/power constraints. If unlimited, then I am sure there is something out there.
I have a similar setup to you, except files (Samba) are transmitted by 5GHz Wifi and I don't get any issues. So something is definitely wrong.
As asked before - what type of files are being streamed? 4K, x264, x265, VP9?
Also, how is the HDD connected and is it powered or connected via a powered USB hub.
A log file might be helpful, also the output of dmesg|paste.

I think you will really have to do your own research and then ask the community if it will support LE. There are tooooo many boxes out there to comment on everyone of them.
I use a Mecool M8S Pro + S905X and it will do everything you want, with the possible exception of booting from USB (Only because I haven't tried - no need to) - I boot from SD and then use EMMC for /storage. Works really well.
If you want a fast Odroid, then the XU4 is the one to look to but at the moment, LE support for it is in development.
The "Plugins" are O/S dependant, so not really applicable.

If your computer and TV has an HDMI socket then it's a simple case of using a M/M (Where M is M.A.L.E) HDMI cable to connect the two.
You may have to adjust the input on the TV to use the HDMI input.

That script will never work on LE as there is no apt-get solution.

No idea - it might, it might not. It will be an experiment as not all USB sticks are bootable (as I have found out the hard way). The box also doesn't have Ethernet, so you'll have to rely totally on Wifi - so if you intend to stream, look for another box.
It's your choice. Either wait for someone with a Mecool M8S PLUS W to answer, or pick a box that is known to work.

I have a Mecool M8S Pro + (Based on the information in the thread) and I'm impressed with it. About the same price of a RPI3 B+ but with more RAM, and X265 decoding.
The Android version shouldn't matter, but the later the version, the newer the hardware.
