This is a bit beyond the scope of LE but I'm sure others might be able to add some additional information - or maybe someone else has already done it.
This sounds suspiciously like a MPEG-2 license issue. However before you rush out and buy a license, check the codec of your DVB files - probably called <something>.ts (if .mpg then that is probably your issue). Check to see if there are any options for MPEG-TS in VDR - it's what I use in TVH.

Go to Settings --> Services --> UPnP/DLNA and enable it there.
All should then work as in Kodi 17.
I'm not too sure how you can have multiple boot options with LE - if this is a NOOBS question then you should redirect your question to the Raspberry Pi N OOBS section of the forum.

Are you sure this is stock 8.2.5 and not a test image? Can you try a fresh 8,2,5 install and a fresh 9.0.1 and see if it works. (You'll need to load the drivers as mention above for LE9).
You should really be using LE 9 for a new install anyway.
Have you installed the module drivers?
In LE9 Addons --> LibreELEC module Drivers --> Choose DVB driver module -> LE default drivers. Choose another one if the first didn't work. You'll need to reboot for the drivers to come into effect.

I think is time to look for a *better* USB hub, I would look towards the 500GB drive as this will be the largest power usage.
Can you confirm that the 110 errors no longer appear without the additional drive.

Have you tried the LinuxServer.io docker Nextcloud LE addon? It *may* solve your issue.

Also this seems to be an "old" upgrade from openelec. You really should do a fresh install (or at least try on a new SD card) and see if you have the same issues,
I think your best bet is to install each addon one at a time until you encounter an error.

What devices have you plugged into your USB hub? and is it powered? If so what is the amperage of the PSU. I can see you're booting off a 64G SD card, with multiple USB devices.

Can you try unplugging non essential USB devices and see if that improves the situation. Or if you have a spare USB powered hub try that.
A test on a RPi3, mounted a USB stick around the 5 second mark.

You can always force an update by placing Image (Check if correct image) in the /storage/.update folder and rebooting
If cron is like systemctl then you need the full path of the docker executable. Something like /storage/.kodi/addons......./bin/docker.
which docker should show the full path
I believe on AML you need to change the label name as mention Here.
