If the latter, then it's probably due to the heavy authentication that has been put on the website due to the recent Chinese Spamfest. So much so that "some" posts require authorisation before they are displayed. There seems to be no logic behind it - I must admit but someone is working on it.

At the moment USB/SSD booting (without the SD card) on the RPi4 is not possible.
I've used an Edimax wifi dongle before and it was plug and play - no setup required. (Check the type of chip used)
However, unless you have VERY good wifi reception at your RPi3, you may find it struggles. You can extend the dongle with a USB extension cable to improve the reception, or buy a dongle with an antenna which will improve the reception.
I would use the official SD-Creator first and see if you still have issues.
There isn't AFAIK an Owncloud addon - there is, however, a docker Nextcloud (Which is better than Owncloud) addon.
1) Install Docker from LE addons --> Services
2) Install linuxserver.io repository from LE addons -> Repository.
3) Install Nextcloud from linuxserver.io.
Are the files mpeg or VC-1? You will need to buy additional codec licences for MPEG and VC-1.
I'm pretty sure no licenses are required for the RPi4 - it has enough power to decode in software.

How do you expect anyone to know what H/W, LE release you are running, or more importantly what changes or addons you have applied. If you can't be bothered to supply the correct information, how can you expect anyone to be bothered to reply?

Start with a fresh install of LE and see if you get any issues. Then add any addons until you get the same issue.

LEDs You'll need to check the internet for the commands as each RPi is different. But seriously .... That's a gnats fart in a hurricane. You'd probably save more money by watching TV a minute less a year.

Personally, I wouldn't bother. The RPi3B probably uses around £7 -> 10 per year to run 24/7. Costs are depending on the efficiency of your PSU and cable, charges for the electricity and how active the RPi actually is. Minus the advantage of the heat it produces to heat the house
This, I believe, is equivalent to leaving a 5W LED light on 24/7.
Small savings *could* be made by turning HDMI off when not in use and turn off LED's. Better savings could be made by turning WIFI and BT - especially if not used.
You'd be better off turning your heating off for one hour.
