Can i just downgrade to 10.0.3 again by placing the tar.gz into the .upgrade folder?
yes you can up/downgrade to any 10.0.x version without a problem, just put the old/new img.gz image into the upgrade folder and reboot
About your issue, maybe HiassofT has an idea
Sorry, no idea, I'm not aware of any changes in that area. If you are using an RPi the changes between 10.0.3 and 10.0.4 are basically just a very minor kodi update with no video/CEC related changes.
