Kodi has a function to change resolution (which is poorly documented and may not work) but the design assumption is that you either leave the refresh rate at the 'desktop' frequency of 60Hz and let Kodi adapt the content for best output, or let Kodi switch to resolutions that match the media playing (which is better). You can manually set the desktop refresh rate but there's no function to hot-swap/force a specific rate.

Yes. The automatic switching is randomly not working. I have whitelisted my allowed resolutions.
My TV is 4k and I have an entry by using xrandr to switch 1920x1080@60 at startup.
When watching movies it works and switches to 24hz, 25hz. etc but switching back fails from time to time and GUI stays at 24hz or 25hz and the menus stutter. Sometimes it also switches to 50hz and I have to go into settings to switch back to 60hz.

I default to 50Hz because this avoids switching the frequency at all in most cases.
