"waiting on network to come online"

I've seen this subject on other threads but not with quite the same cause.

When I turn on my pi the first thing I see is a black screen then the above message appears. Sometimes the kodi boot screen will appear after about 20 seconds but more often than not it will stay on the black screen indefinitely.

I've tried booting up with a wired connection as well as WiFi but it doesn't seem to affect the outcome.

I also have to make sure I turn on the pi before the TV otherwise it won't work at all but that's a whole other thread I suppose.
