How to make systemd conf /etc/systemd/system.conf symlink to storage?

Actually, /etc/systemd/system.conf does not contain any valuable data, all values commented out.

I want to change setting with watchdog to enable hardware watchdog with systemd (settings

Just symlink /etc/systemd/system.conf.d to /storage/.config/system.conf.d, similar to what we already do for logind.conf.d, sleep.conf.d etc
