Maybe you did boot the USB installer in legacy mode and the system is using EFI afterwards.
If the USB stick is listed twice in boot menu try the other entry.

i have tried installing using both legacy and UEFI and have checked bios is set to boot to the right mode

By reading Ubuntu and UEFI on Lenovo Thinkcentre M92P · GitHub the M92 seem to be designed as Windows only device ![]()
You can try to create a fake UEFI boot entry as described in the linked solution. Boot the installer in UEFI mode and use <Alt>-F3 to get a console.
For anyone having trouble getting LibreELEC working on the Lenovo M92p, this setup worked for me:
1. Use the correct image
• Download LibreELEC‑Generic.x86_64.
2. Create the USB installer
• Burn the image using Etcher.
3. Configure the BIOS
• Secure Boot: Disabled
• CSM: Enabled
• Boot Mode: Legacy
• Primary Boot Order:
• #1 USB Key
• #2 SATA 1
4. Boot into the installer
• Save and exit BIOS.
• Reboot and press F12 to open the boot menu.
• Select USB (Legacy).
5. Install LibreELEC
• Proceed with installation.
• System should boot normally afterward.
