Disable or freeze volume control

Is there any way to disable the volume control in LibreELEC? Or freeze it at a constant value? I run my audio/video via HDMI to external surround sound amplifier. I play movie files and MP3 files. The problem I have is my Harmony 650 remote adjusts the volume in both Kodi and my amplifier. I would like to have it only adjust amplifier volume. I know I can fix this for movies by using audio passthrough but when I play music it will still adjust both. At times when switching between playing movies and music it will be a big jump in volume (as in read blow your eardrums!)

You can have a look at the Audio settings to see if there is a value there, however if your input stream has different values then there is little you can do (Normally due to a bad rip)
