Can you try some other linux distribution? Maybe some ubuntu 18.10 via live boot from usb?

At dmesg there should pop up some dvb something.

Btw i try to understand if it is a LE problem or an Linux driver problem.

TerraTec use for different Hardware the same deviceID. Therefore you cant load successfully the driver. You need another driver:

TerraTec Electronic GmbH Cinergy TC2 stick - DVB Adapters - Cesbo Community

Maybe in a future kernel (>4.19) someone has fixed the TerraTec problem.
