central mysql server: only start kodi after network is up

    Hi,

    on a freshly installed libreelec 8.2.2, cable network connection, Intel NUC5CPYH

    I put the mysql database onto some other system but kodi never was able to use it.

    Finally I found that I must enable a setting in the Libreelec plugin: wait for network before starting kodi

    I think this is a bug: libreelec has all the info it needs but ignores it

    - it knows from advancedsettings.xml that the mysql server is over the network

    - but it tries to access it before the network is up
