Can I put LibreELEC onto a bootable flash drive, and if so will it run on my samsung smart tv?
Is there a link for a walktrough on doing this?

That’s not possible. Samsung smarttv doesn’t allow to boot another os.
You can buy a cheap amlogic or rpi device to run libreelec. Also a firetv stick can run kodi from their android os
