Yes, it goes into sleep mode in 8.2.x
But in 8.90.x it still working and working. I waited for 1 hour, no changes, it still spinning and working after LE shutdown.
HDD connected via USB dock station with separate power.
Are any logs from both versions can help to resolve this issue?
Looks like it can be the reason for my second problem too, my hdd connected via usb is not going in power off state in 8.90.x builds too.

CEC problem solved in last devel build.
But the problem with my HDD still exist, it doesn't wan't to go in sleep mode after LE shutdown

No, I can't confirm, because I don't have aml_fd628 driver in my s912 (8.90.2) build to check. That's why I ask you to include this driver in the next build or test build.
This settings were imported from anpaza driver code for X92 device, and looks like they must work with this driver.
Looks like they have just different gpio settings and extra icons
Can you make a dts with the original values for the TX3 mini and use the GPIO settings here gxl_p212_2g_tx3mini.dts so I can test it on the TX3 mini,if you want your modified DTB to be included in all future builds send me a copy of it with the fd628_chars specified in it as well, thanks.
I will be doing 8.90.3 a little earlier than I expected so it would be nice to try and squeeze this in if it works well.
Edit: I've tested your changes along with an updated dtb for my device and they all work, so just send me your DTS, also make sure you install the fd628 service via addons if you want the extra icons lit up

The Coolest helped me to change dtb file, but it looks like something related absent in S912 build. May be I'm wrong.
The 9.0 ones only work with the LE/amlogic kernel which I do not use, you must use the ones from the 8.2 folder for these builds, it does state that in the README on the downloads.
DTB's are very specific to the kernel in use and they must match for your device to boot.

Do you mean you want to wake up your s912 device from another device?Is your hardware capable of doing so?Libreelec has a built in WOL if the other device is running LE or you can use the addon for more options.. but it all depends from your s902 device and network card if it is capable of receiving packet..
It's capable u (unicast activity), g (magic packet activity), but it's disabled (d) and something does not allow it to change

I had the same problem when trying to use the vfd driver by anpaza so I know what you mean, I would of preferred to use his driver, I did email him/her asking how the mapping is determined as I couldn't understand the document he wrote, it needs explaining in laymans terms but he didn't reply =(.

This is the main difference that makes 8.2.x builds shut down longer:

This means that in 8.2 builds I extended a period of time in which Kodi has to shut down (or else the process is killed). This might affect CEC shutdown function - if Kodi is killed before it fully shuts down, it won't be able to send CEC shutdown command.

I know that "CEC might not work when your box has incompatible u-boot or your TV is not that well supported by Amlogic low-level CEC driver." But it works on one release and doesn't work on other.
But what is the difference between 8.2.2.x and 8.90.x builds CEC function or power off function may be?
It doesn't work when I press power off on my S912 device in 8.90.x builds, but works in 8.2.2.x builds. For power on it works in both builds.
Visually it looks like 8.90.x builds powered off faster.
What kind of logs can I collect for this issue?

It seems Tanix is using a different driver for it, I have 2 options, I can either modify the dtb to work with the one that I'm using for the TX3 mini and hope it works or there is another open sourced driver available but it means adding further code for a device that I can't test which I don't like doing if I can't personally test it.
