I would say that it is related to this thread. AFAIK it has not been resolved....
i believe it is the same issue, i have been using the work around addon mentioned in that thread it stops the flicker but is not perfect

I have noticed lately i seem to get random flickers of light when using the hyperion grabber inside libreelec 9 i'm sure i did not get these with libreelec 8, They do not happen when i use an external hdmi grabber.

a little more info is needed like what led's are you using ws2812b?
also it appears you don't have the correct name for the serial adaptor that is your arduino, ssh in to the libeelec box and type in ls /dev/tty* it should then list your arduino it will be something like ttyACM0 or ttyUSB0
and also check you set the correct serial baud rate in the hyperion settings according to your arduino sketch its 460800

btw there is a new version of the addon (3.3.13), i push it asap to our repo, maybe this fixes it - maybe not
any idea when the 3.3.13 will be available

i have just updated to le9 on both my nuc and my odroid c2, it went pretty smoothly for the nuc hd audio passthrough is working now and 4k plays smoothly, the amazon addon works pretty good as does timeshifting on pvr which is very cool. so i thought i would go ahead and update the odroid c2 this went pretty good amazon addon working fine.
But then it comes to the pvr-addon for nextpvr, on the odroid c2 this is not so good when ever i try to play anything it totally locks up kodi it stops responding to the remote and the only way i can get it back to working is to restart kodi iva ssh

i'm pretty sure i got it right, its the option that changes the tv refresh rate to mach the video
