I would simply disable passthrough on the RPi and set the channels to 2.0. In that way Kodi will do the encoding and will push stereo over PCM to your TV which will then push the audio to the amp.

your LibreELEC version is completely outdated. 8.2.3 is where we are at now.
2nd:
Simply don´t use broken m3u files you got from "somewhere". Those mostly contains illegal content which isn´t supported in here at all.
If you upgraded to a newer LE version and you are sure the content is legit but the streams still fail to play, please get us a fiull debuglog with debugging enabled.

yes, that´s possible.
The only thing which might not work is, if you have bought licenses for VC1 and mpeg2 as those are bound to the CPU which will be different then.
If you didn´t buy any license the switch can be done easily. Otherwise you have to buy new licenses.

In addition to what chewitt said, noone asked to wipe your complete system.
Instead of whining you could easily ssh into your machine and do mv /storage/.kodi /storage/kodi-bak. Then reboot, test without adding anything else and provide the debuglog if something fails. If not, then you solved your problem with a clean installation ;).
After that testing you could easily restore your old system (as we did a backup in the "kodi-bak"-folder) by: rm -rf /storage/.kodi && mv /storage/kodi-bak /storage/.kodi. That will remove the newly created .kodi folder and rename the backup-folder (kodi-bak) to .kodi again. After the next reboot everything is as it was before (including your issue ofc). But then we would have a clean debuglog.
Don´t get this wrong. We don´t judge anyone if he uses banned repositories. But we decide to not give any support while those are being used. So, in the end it´s up to you to deal with the consequences which are the same at kodi.tv forums as well as in here if you are using those repos.
Milhouse pretty clearly asked for a "clean"!!!! debuglog which you did not provide. And yes, we have seen such problems if some addons/repos are installed, that those are causing issues with the core system. Hence why we do not support those.
So either provide a clean debuglog as descriped above or stop complaining if you don´t have the time to rename a folder, reboot, reproduce your issue, provide a log and then delete and rename a folder again. Which is a task for about 5 minutes or so?!

The logfile you provided above is not a debuglog. Further more, it´s only a logfile snippet.
The best would be, if you provide a FULL debuglog of the version where it worked and then also provide a debuglog of a version where it doesn´t work.
The snippets you provided are pretty useless unfortunately. We appreciate the effort you did to figure out which build causes the issue for you. But you have to provide full logfiles each time.

Mentioning "Kodi v19" and "recently" in a single sentence doesn´t make sense as the development for v19 hasn´t even started yet. Kodi V18 isn´t out yet.

Start with a "clean" .kodi folder without any additional add-ons or repositories and see if the problem continues.

There are many ways to do that.
You are also able to scrape the movies, export them to separated nfo files and edit the <title>....</title>-tag according what you want to have it. Then you need to refresh the movie infomation, Kodi will mention, that some local information has been found and that you are either able to ignore that info and scrape online or not. You will not ignore that information and then Kodi will read the movie information from that edited nfo file. After that the movie will show up with the different name you edited it.
What needs to be mentioned is, that the sortorder might change. You can change that by adding a <sorttitle>....<sorttitle>-tag to the nfo. In that case Kodi will sort the movie after the sorttitle and not after the title.

Yes, you could install the milhouse nightly builds which are very close to Kodis master branch. But you have to be aware, that Kodi in those builds are in a very early Alpha-state and things might break from time to time. Beside the fact, that we willl ofc need the full debuglog, can you please tell us EXACTLY how your devices are connected? Where does the RPi gets its power from? From the TV USB or a real power supply? Are your devices connected like this:
RPi -> HDMI -> AVR -> HDMI -> TV?
As we also just don't know which kind of video you are trying to play and it might be the case that it's MPEG2 or VC1 (sometimes FullHD movies have VC1) it could be, that you will need the licenses:
But as Klojum already said...we will need the full logfile.
