i have an old samsung lcd that doesn't have the overscan options so no choice but to use video calibration.
It might not be called "overscan" directly. Just check the zoom options from your TV and play with them.

That's most likely overscan problem which need to be solved in the TV settings.
Using Kodis video calibration will result in a lost of resolution and should be the last resort if the GUI doesn't fit the screen. The overscan settings for the TV might be somewhere in its zoom options. So please check that first, before you use the video calibration. If nothing works, then ofc the calibration is the way to go (or think about a better TV 
)

I use Ace IPTV's m3u URL in LibreElecs SimpleIPTV addon but I watch any channel for about a minute and it cuts off
I guess "Ace" might not be very legal. So there's no support for it in here.

Seems ffmpeg has problems. Could you try to use handbrake for example and re-mux that file into some mkv?

that explains how LiveTV in Kodi works. In the end it will work as a server-client setup. Both (server and client) can be installed on the same machine and both are in the LibreELEC add-on repo. Tvheadend might be the way to go.

Ah, that thing...ok. As for the reason you have some AMD hardware, I can't help much. If you would have Intel or NVidia based HTPC there are workarounds to dump the EDID information the HTPC gets and fake a connected monitor.
The way I know of don't work for AMD devices. So you always have to turn on the HTPC as the last device in the chain.

LibreELEC is not Windows, so the card (and the USB device) will require a proper driver. If LibreELEC doesn´t support these devices (whatever they are) you might be out of luck.
could you please try the following....
Set the output configuration to "fixed" and set it to 48? Does that help?
