4K videos tend to be 10bit HEVC files, your Chromebook only does 8bit via GPU decoding.

1) Do the menu sounds of your RPi3+ work? If so, the m4v files are the problem. Isn't m4b Apple-specific? Do the files still contain some DRM protection?
2) Enable the "Wait for network" option in the Settings Add-on. Set the timeout to 30 seconds.
3) Kodi was not designed to be a server by default. How do you try to access LibreELEC from the tablets?

Also, I'm not sure if any of the NVIDIA Quadro cards will be fully supported with the 'standard' Nvidia drivers.
You can always testdrive the newest version of Milhouse's nightly builds with the latest&greatest testbuilds on a bootable USB stick... And see if things have improved. AMD seems to require the newest kernels/drivers in Linux. And yes, of course Windows drivers get more attention from manufacturers, so things should be more stable. On the other hand, AMD has been quite forthcoming in Linux open-source support, so that future is looking good.

Well, if you have watched/resume states for some of your video files, they are still being stored in the local video database. And since only scraped videos can be exported, you got yourself into a pickle here. Kodi databases are not really backwards compatible.

AMD graphics perform best with the latest Linux kernel and mesa drivers. So using LibreELEC 9.2.0 would be best, otherwise the Milhouse nightly builds are a good alternative. Try playing the h265 videos without the Plex subsystem.
But the strings.po file that I want to change is not the one for the skin. I want to change the one for the system.
The English (eng_GB) language texts for the Kodi core system is the default/source language, and can only be changed by Team Kodi. What would be the problem?
LibreELEC/Linux only has support for 8bit videos when it comes to Nvidia. With 8bit, it can do upto 8K videos though.
4K are normally h.265/HEVC videos, so a GTX950/960 is an option.
The GT1030 is the cheapest card for a HTPC box, with (sadly) a Windows OS setup if you need 10bit video support.
Mind you, LibreELEC is likely to drop Nvidia support in future because of all the Linux video driver shenanigans around Nvidia.
