Two Three things for now...
- Your log file does not show any 'problem video' being rendered.
- Your attached harddrive mentions Anime movies. Such movies tend to have the h264/10bit format, which is an a-typical video combination. Not every GPU handles that equally well
- Have you tried switching the Sync playback to display option on and off? (I didn't know a GT710 could do 4K60...)

I wouldn't try using OpenELEC these days. It's been almost 7 years now that development on that software stopped.
Perhaps you can, apart from the log file, also provide a dmesg listing to see what hardware is inside.

As said, h264/10bit is an odd video format, I don't know of any cheapish Android boxes that will support it. But if a PC plays it fine (which graphics card is in it?), then that could be your next target solution.
One other option would be too convert those videos to h265/hevc format with tools like Handbrake or ffmpeg, that the RPi4 displays just fine.

Based on your comment of the log file indicating the temp file cannot be written to, I went to System Information / Storage, and I see the following:

LibreELEC needs to expand the storage partition during the 1st boot. If you don't boot from the SDcard or if the partition resize does not happen for some reason , the storage partition is too small and will run out of disk space quickly. Then you can either resize the storage partition manually using tools like Gparted, or have it trigger again (although I cannot remember the trick for that at this moment).

So either your SDcard is going EOL, or something else funky is going on.
How about doing (again) a REALLY clean/new LE setup, that means, writing the LE disk image onto your SDcard. No repurposing the existing partitions.
Also NO 3rd party addons and NO skins (Confluence will have to wait). Enable "Wait for network" for 30+ seconds for the network setup.
If you still cannot download/install add-on, then your nearest LibreELEC mirror may be faulty.
@u144175 Doublecheck your internet connection before you start downloading/installing add-ons. That's all I'm gonna say. Provide a full debug-log of Kodi via pastebin (do not splash into the forum), so we can have a look.

The LibreELEC.USB-SD.Creator.Win32 is not a must, you can use every disk image-writing tool. I tend to use Rufus in Windows. As long as the m.2 drive is mounted correctly, you should be able to write the image to the m.2 drive. In Windows, iOS or Linux.

Perhaps we should be more clear as well. Kodi setups with add-ons installed (i.e. the Oath) that, in whatever way, facilitate video piracy, will not get support on this forum or on the Kodi forum. This is as per the rules on both forums, and I'm sure that OSMC has a similar approach.. As far as I know, all add-ons in Kodi's official repository "just work". It also wouldn't be the first time that such 3rd party piracy add-ons are causing havoc with Kodi's core functionality.
WakeOnLan is supposed to work even when the machine was fully powered down (without its power cable disconnected temporarily). But not every machine/motherboard is built the same. Some of my PCs support WoL that way, but others don't.
I also had suspend issues with (much) earlier LibreELEC releases, there is not much you can do but to pull Linus Torvalds' vest and ask him nicely to have another look at the kernel. Or perhaps post a bug report on the Linux kernel pages.
Upgrades going from a RPi2 to RPi4 is a dark challenge in itself. For RPi4, fresh installations are recommended, especially with the Python 2 to 3 change. With every major upgrade not all old add-ons are available in the new major version of Kodi.
Install LE 10 on the RPi4, which should very much work. If add-ons still do not work, I'm curious as to which ones these are.

As far as the m.2 drive goes, I would also ask the Suptronics company about those initial boots. It's their add-on product. Also, it's possible that the m.2 addon board is not yet supported by the RPi4 USB boot firmware.
Other than that, I'm confused. You buy a m.2 drive extension for the RPi4, but then you clone a USB to a harddisk..? Don't you want the m.2 drive to boot LibreELEC, and keep your media files on your "big" drive ?
Alternatively, take the SDcard out the RPi and place it in a PC.
Run a Linux Live distro such as Ubuntu (which can read EXT4 partitions), and copy/edit the necessary file(s).

No, one part can be added the source to the sources.xml file, but...
The other part has to be done via Kodi, so the sources are entered and thus "activated" into the video database.
