That is a type of computer logic that I have never heard of. Kodi is not an operating system. Kodi is only an application, and it uses the drive naming/numbering from the underlying OS, be it Windows or Linux or MacOS or Android.
As a lumberjack method, you go into the /storage/.cache/connman folder, delete the wifi connection file(s), I guess.
You can select multiple files via pressing SPACE on the files you highlight.
Select the context menu ( 'c' on a normal keyboard), select whatever option you want to apply: copy/move/delete/etc.
Copying the textures13.db file to other Kodi clients is a good way to jumpstart a new Kodi client. After that, each Kodi client will update itself.

Using pathsubstitution for the thumbnail cache can give mixed results, the Textures13.db location is more or less fixed.
No idea why you would want to install a build for a Raspberry Pi onto a Intel x86 based machine. It'll never work as those are totally different machines.
The only option would be the Generic build. I recently installed successfully LE 9.2.3 onto a ION-1 + Nvidia machine, so there is a chance that the Xtreamer will still work. However... If your Xtreamer is a 32bit machine, then all attempts will fail. LibreELEC is all 64bit only for x86 today.

Personally I would use Raspbian, Raspberry Pi OS (Buster), and install your php / web / database server piece by piece. I'm sure there are plenty of tutorials to find for it.
LibreELEC did have such a "LAMP" addon, but so far there is no RPI 4 version (yet) available.
Its author/developer left the LibreELEC community a couple of months ago.

Somehow I think that it will never get any lower than the ambient temperature, unless you add some real ice.

Just do know, that Windows or Apple machines do not "understand" the EXT4 format. So when you do use that format, it's best to permanently connect the WD drive to your Raspberry Pi, and access it via your network if necessary.
Using the GParted tool is probably the easiest solution for formatting.
It's quite possible that the SD card in the RPi in the long run has gotten some form of corruption, which makes the OS unstable.
If you still can make backup of the important data files, then do this first.
Then, try rewriting the SD card with a fresh copy of LibreELEC.
If the rainbow screen persists, try a different SD card.
Most of us can real normal text sizes just fine. So kindly do not exaggerate with your texts.
30% cpu in idle is too much.
I'm getting 16-20% idling when on Kodi's homescreen on a vanilla LibreELEC setup, at some 42 dgr Celsius with a Flirc Kodi case.
So whatever you installed extra, it's taken up those CPU cycles.
If the useless WD Smartware thing is on a separate partition, I'd simply remove that partition from that drive with a bootable tool such as GParted which should be installable onto Raspbian or PiOS, or whatever it's called these days. 
Linux also prefers EXT4 instead of NTFS, but I'm guessing the WD drive is already filled with videos by now.

No, I don't think it's Kodi to blame - it's Libreelec, for sure.
LibreELEC = Linux + Kodi , so I'm a bit confused there since you stopped the Kodi application. All that remains is a Linux OS.
But, I'll try and have a go with 2 SSDs here and see what comes out of my copy experience with a RPi-4B.
