Kodi and LibreELEC were not designed for surveillance cameras. There are better, more dedicated software solutions for video surveillance.
AFAIK, webcams will need to be UVCvideo compatible.
says it is resizing the partition reboots and I see the libreelec splash screen and then it just hangs as a black screen and never fully boots. What could be wrong?
Either your SDcard got somehow corrupted, or things are going really slow.
Which exact SDcard are you using?
Perhaps USB booting is an option for you.
Do you know what user kodi runs as?
In LibreELEC there is only 1 system user: root.

The problem is that just waving a wand and casting an anti-screentear spell as a quick fix isn't possible at the moment. Sorry.
Overall progress has been slower than expected due to various reasons, and we're also dependant on the RPi programmers.

Sounds like a bit of SDcard corruption. Right now, CoreELEC has the latest Kodi version for AMLogic devices.

Yes, I'm doing that for a while now with a SATA SSD. Make sure to update your new RPi4's firmwares (system and usb3) first using an SDcard, via Raspberry Pi OS or LibreELEC.
As long as the USB3.0 adapter is properly Linux-compatible, things should run fine. Just don't expect full 3.0 speeds, it's still a Raspberry Pi.

I'll ask one of the admins and see what's possible.
A new install will create first a system partition of 512 MB as well as a data/storage partition of a small size (not sure how big). During the first boot, that storage partition will be resized to the full remainder of the SDcard, then LibreELEC will reboot again.
Whatever it is/was that said "not enough space", it usually isn't the data partition.
Okay... Ivy Bridge. PCs with that old board should still work. I have one myself.
Installations for generic (PC) computers is a 2-step process:
- First you create the installer USB stick using the LibreELEC disk image file.
- Secondly you boot the installer USB onto your PC, and then install LibreELEC onto your PC's HDD or SSD. Or, onto a 2nd USB stick if you will.
I'm really a very inexperienced user.
Seeing all those add-ons I have my doubts on that.
Simply overwrite the SDcard with the correct LibreELEC image file and start from the beginning.
Next time, if you again have problems while banned add-ons are installed, don't bother knocking on our door.
