The SMB changes can cause a "challenge", with its version going from v1 to v2 (and higher). The question is: can your file server do SMBv2, or is it confined to the security-problem version v1?
SMBv2 no longer supports network browsing, so any new connections will need to be made via the "Add network location.." option. Also, SMBv2 requires a user with a password.

Booting USB devices is possible on the RPi4b, once its firmwares are properly updated.
I'm using a USB30/SATA cable with an SSD, and that works fine.
First thing to make sure is that your local harddrive keeps the same device name/number after LibreELEC is shut down.
Why your TV entries suddenly disappeared, I don't know. Perhaps a corrupted database file and/or a problematic SDcard.
Now that you already "tried to fix" the DB error, there is no way for us to tell what is and is not in your database.
The simplest solution is to start from the beginning, with a new database. So rename/delete the current MyVideos116/119.db (whichever is appropriate, and restart LibreELEC.
Can Pi 4B 2GB handle 4k contents well ?
Handle well... 4K of what? h265/hevc: yes, h264: no, vp9: no, HDR: should do now.
What kind of 4K are you looking for?
I'd give my file/data/database server a fixed IP address via the router, and just use that IP address. Always works.
You could also setup the hostnames in your hosts.conf(?) file.
Is the "Wait for network" option enabled on your Kodi client(s)?

Please provide the FULL kodi.log file via a pastebin website. We prefer to keep our forum server clean.
SQL error 2005 = unknown database server host.
Meaning if you are using hostnames instead of IP addresses, LibreELEC cannot find the hostname. But since you haven't provided the full debug log yet, it is all just guess work.
Are you getting occasional .5 sec black screen pauses - that’s my main issue (mostly with mpeg2 or h264)
I don't think so, although > 95% is HEVC video in my collection.
So far my box is working with a setting in the /storage/.config/kodi.conf file, containing: LIBVA_DRIVER_NAME="i965".
2 GB is enough for most devices. A Raspberry Pi 4B set should be fine. FYI, Kodi itself offers no streams.
Just a heads-up: should you be referring to streams that offer the latest movies and tv series, then you'll have to find your support elsewhere.
"No problems" is an impossible situation. Nobody can promise that there won't be a problem at some point.
Alternatively, you could run a single centralized database, so any of the Kodi clients could delete stuff from your libraries, instead of doing that 12 times.
Right now I think you manually delete a file from your server, and Kodi has to clean up after you. Better is to delete your movie from your (centralized) library directly, AND let Kodi remove the file from your source.
The same applies to adding new movies or tv series. Just a thought.
For LibreELEC only, 2GB should be fine. If you want to run a full OS (Raspberry Pi OS, Ubuntu) get the 8GB version. Just use a bootable SSD/M.2 instead of a SDcard.
And now transitioning to a NuC11 i7 - it is quick, but there are some graphics teething issues with the new device, expect they will be remediate in the near future with intel investing updates in linux and Iris Xe.
For now, my Asrock J5005 Gemini Lake box does not display certain videos properly in LibreELEC's testbuilds as well as Kodi 19 under Ubuntu 20.04. For now I'm having to activate the older i965 driver as a fix. Wondering when/if Linux and/or Ubuntu will fix this one.
I know the password display can be a thing for some people, but on the other hand:
I'd say that LibreELEC is used in personal spaces, homes, in 90+ percent of the cases.
What are the chances that someone (not part of your family) at ground level peeking through a window, or further away with a pair of binoculars, is actually watching you typing in your wifi password? Entering a wifi password is perhaps done once every 5 years, if not longer. People are lazy about changing their passwords. And typing in a password takes what... 30 seconds at best?

I don't know about you in 'we', but in general Team LibreELEC has no strict agenda for fixes or releases. Fixes need to be understood first why they happen, only then a "plan of attack" can be readied. And then, that has to be tried and tested.
So in short, for now the answer is "no".
The RPi-3B+ also supports USB booting. So you may want to look at that option.
Unfortunately it's not hooked into CI yet.
