HEVC is already a big hurdle for a RPi. Making it also do 10bit making the CPU even more tired already.
Get some proper hardware if you want to watch 10bit HEVC stuff, like an Odroid C2 or Wetek HUB.

As you already noticed, the LibreELEC system is set to readonly. That is by design.
Any changes in settings are stored in the /storage partition.
Try placing your conf file(s) in the /storage/.config folder.Using LibreELEC on hardware with two graphics cards is something we virtually have no experience with at all. But perhaps you can be our test subject on this matter? Personally, I'm not a graphics or conf guru, perhaps others can step in for that.

I think it will be better to go back to your Ubuntu + Kodi setup, if that works for you. Support for AMD/ATI graphics within LibreELEC (and formerly OpenELEC) has not always been a joy. Even today it seems like a lottery.
Your laptop has a ATI Radeon Xpress1150 graphics card, which is... pretty old in computer days. It has no hardware acceleration whatsoever, and perhaps the OpenCL/GL support in LibreELEC for it is also limited, hence the lonely blinking cursor.

But, GUI menu browsing is of course faster at 60Hz than at 24Hz. Video play is best at the video's own speed.

Bigger file sizes are not the problem. According to the EXT4 wiki page:

Start with an Odroid C2 for now. It should satisfy most of your needs.
Or an Asrock Apollo Lake motherboard J3455/J4205, used with a pico PSU and SSD, if you are more into Intel stuff. -

I highly doubt that your beloved addon will pass the requirements for _not_ being considered an illegal Kodi addon, seeing the list of video streams it supplies. In general, we're not that keen on having to work out problems with 3rd party addons, let alone those handling video streams in an illegal fashion. It's also very encouraged (as stated in our forum rules) that people upload their kodi.log files, since not every problem occuring in LibreELEC can be solved by reading a bunch of scattered tea leaves.
BTW, what you deleted there were the settings to the Settings Addon.
It also shows you that crap addons can partially or fully brick your system. But people can be stubborn.
