Make sure you enable the 'Wait for network' option on Intel devices, so you have a network connection from the start.
No network => no downloading

The only error I see in the Kodi log is:The only error I see, is that we only are provided with one, single line from the kodi.log file, and are supposed to do our 'magic' with that.
Enable the debug mode, reboot for a clean log, rescan your movie(s), and upload the full kodi.log file.

As far as the black screen goes, Kodi 8.0 has a bug with upgrading the MyAddons27.db file. In the userdata/Database folder, delete that file, and restart Kodi.
Copying the system files into the System partition, always include the md5 files as well. (not exactly sure myself why, but better to copy them as well).

Start with uploading a full, debug enabled, kodi.log file to see what's really going on.

Remove any readbuffer or caching parameters via advancedsettings.xml. I never needed any of those.
Unless of course you have a crappy wireless connection. Network cables are preferred at all times. -
from what i read there is an issue with samba shares on libreelecLies, damn lies I say.
And where is "there" supposed to be? Either be very specific and give us some URL sources on this, or give us your full kodi.log file, or ... I don't know, move on?
BTW, I use NFS via Ubuntu (Server) for some six years now using XBMC/Kodi. It simply works at full speeds.
Although, SMB should work fine as well of course. -
You have a file in the userdata folder called 'wakeonlan.xml' ?

It's easier if you fix the IP addresses of your hardwares via your router. That way you won't have to rescrape your entire collection, and all your devices can stay on the default auto-DHCP mode.
As to where the WakeOnLan server address is stored... No clue for now. Browsing through your video database is one option, or use a search tool for text files is another way to start.

Sometimes it helps creating new SMB sources via "Add network location..." and filling in network credentials beforehand.
It seems that browsing Samba networks has its glitches.Personally I switched over to the NFS network protocol via (Ubuntu) Linux servers. It's a lot less tedious IMO, and... it simply works.

Take this one out and try running LE via the Intel's internal GPU. If it works, the box will run cheaper too, less electricity needed.

You are watching a 4K 10bit HEVC video... Pretty much out of reach for your Intel video card, henc your CPU needs to step in, which is no good either.
4K 8-bit h264 video should be no problem on your htpc.

I'm sure you know this already, but everyone on the LE team is a volunteer, each with his amount of computer knowledge. Then there is the fact that people indeed have daytime jobs, as well as a family life. For now, I'm getting a nagging feeling that one of the kids here is not getting its answers fast enough, and craving for more attention than the attention other kids get.
Asking "Anyone out there" just two hours after your own previous post in your other linked topic is pushing the limit IMO.
Creating a topic after a single day titled (loosely translated) "Where to get help when you can't get quick enough assistance via forums" is annoying IMO.I can understand that you want your setup to be 100.000000% perfect as soon as possible, but that simply doesn't always happen within a couple of days.
If your questions are Linux or Android specific, I'm sure there are other forums/irc channels as well where you can explain your situation.We do like to challenge our users to learn from experience and be autodidactic whenever possible. We are not always inclined to hold peoples' hands to the very end in solving each and every one of their problems.
