It's likely the MyAddons27.db file that needs deleting.
You can do that by loggin into your LE box via SSH, and then using with the following commands:

rm /storage/.kodi/userdata/Database/MyAddons27.db
systemctl restart kodi

You can use 'pastebinit' during a SSH session.

Examples:

There is also a 'Send kodi.log' button (a bit hidden) in LibreELEC's Settings add-on.

Please note that we prefer to have logs or other text snippets uploaded with LE's built-in pastebinit tool, or pasted onto pastebin.com (or the pastebin website of your choice). It makes reading logs a lot easier on big display, and not via a letterbox view in the forum. Thanks in advance.

FYI: actually, the RPi can do HEVC 1080p upto a reasonable level.

You can (de)select a number of skip steps in the Kodi GUI itself.
If you want to have different step times altogether, you will have to dive into Kodi's source code.

Honestly, I am not familiar with all the repositories and subsequent add-ons you have installed. But I wouldn't be surprised if one or some of them are a bad influence on Kodi's internal operations. So why no start with a clean setup and see if the problem still occurs.
