It plays in Ubuntu / MPV player, but why the heck this poor quality is to be used for hevc is beyond my imagination.

Also, enabling the 'Wait for network' option in the LibreELEC Settings add-on usually helps with external SQL databases.

The /storage/.cache folder (also) holds network information, although it's a bit strange that LE fixates on the old card. Deleting that folder may be a crude but effective way.

I could be wrong, but I don't think that HDR support is already incorporated in Kodi. The Nvidia Shield can do it, but that's an Android box. Also VP9 support is not on every hardware's list I think. So you may have to make a few concessions.

Can you connect the 70" get us a proper kodi.log file so we can perhaps see what is going on?
I'm guessing the 70" is a 4K screen, and the N2820 can do that only at 24hz.
