A Raspberry Pi you can simply leave on, it doesn't use that much power anyway. For a PC I don't see the need of suspend and standby as the difference in power usage is not that much. Just power it off, and boot it up when necessary. It's as if it takes forever for your PC to boot up with LibreELEC

I think we have this weeks winner of the most blacklisted/banned Kodi addons.
With so much disregard for Team Kodi's efforts to do the right thing, it's sufficient to say that support to you stops here.

As per Chewitt's above code, you go to /storage, and run the tar command from there. Thus the backup.tar file should also be in /storage.
If you want the backup.tar in a different location, add a available folder location. Just like you already guessed.

You need:
- Empty hard drive, or be prepared to wipe your drive.
- USB stick with LibreELEC installation files
- A bootable GParted Live USB stick or your favorite partition manager
- Windows 10 installation media
- A copy of EasyBCD (free for private use)
Then:- Install LibreELEC from the USB stick (This will wipe your drive!!)
- Restart the computer and boot the GParted device
- You will see 2 ext4 partitions: LibreELEC boot (~512MB) and the LibreELEC storage (the rest of your drive's capacity)
- Reduce the size of the storage partition to your prefered value (average 4-8 GB)
- Create a NTFS partition for Windows (and preferably a 2nd NTFS partition for your Windows data)
- Shut down the computer and remove the Gparted bootable media
- Restart the computer with the Windows installation media and install Windows. Restart the computer.
- Windows will now boot. Don't worry that there is no sign of LibreELEC at this point.
- Install EasyBCD and start the program. Create a new boot entry. Select the Linux tab and Syslinux as bootloader. Your LibreELEC boot path will be displayed. Adjust all settings (names, default boot, timeout etc.) and save everything.
- Restart your computer. Et voilá, the boot menu will be displayed and you can select between Windows 10 and LibreELEC.

If the AMD graphics are too sutbborn, the other alternative is to get some hardware that is better supported. Like a Raspberry Pi 3 connected to your TV.
Or a laptop with a reasonable Intel HD Graphics gpu in it. A simple recent Chromebook should do already.

Where are you trying to backup to?
Does that location have a big enough available disk size?
Does it actually freeze your box or perhaps the zipping process is having a hard time, but it still might be busy.

You have 2 USB ports on that box, perhaps you can plug in a pc keyboard (or a USB mouse?) for the time being and control LibreELEC that way. Or use the Kore app on your Android smartphone. And there is also Yatse.

I guess I haven't done my homework very well. The GT1030 apparently has no CUDA and no NVENC...
No cuda okay, but I would have liked to do some hevc encoding every now and then.
Not sure yet whether I'm going to return the gfx card.

I knew of the HD 6450, but the HD6480 is new to me. The challenge with AMD graphics has been a big one for most of the time. Like a lottery: some work, some don't. It could also be that video card check isn't 100% perfect.
Install the latest Generic build first, just to get the bigger system partition size. After that, you can use .tar files to update/downgrade more easily.
I am wondering if the latest OpenELEC build 8.0.4 supports your box more properly as it recently changed to an X11 Modesettings GPU driver for AMD graphics. The discarded support for older Generic.x86_64 devices involves the older Nvidia legacy 304.x drivers AFAIK, where we now use the 340.x drivers.

The USB/SD creator app only supports downloads of the officially supported builds of LibreELEC.
But any img.gz file from LibreELEC community builds can be written onto SD cards.
