Is this an older Milhouse build, then first upgrade to the latest nightly build. After that, visit his specific topic/thread on the Kodi forum.
If not, start with a fresh installation of the stable 8.0.2 Generic LibreELEC build.

But my question affects the migration from Openelec to Libreelec and has nothing to do with the addons.
We are not kidding about banned/blacklisted Kodi add-ons. Some are known to destabilize and alter main-core Kodi functionality, let alone the legal vs illegal side effects.

Yes, but... With every major update (f.e. 7->8), there is a chance that new functionality will work differently, which applies to add-ons and skins. That's why the auto-update function will not auto-update to a new major version. Make a full backup first before upgrading to be on the safe side.
LibreELEC does not install OSMC addons/font/whatever by default.
I'm assuming you are using a stable build of LibreELEC, since you gave no hardware info at all.
Just for your information: the upcoming LibreELEC builds will require you to have a user account on your Windows machine WITH a password. This is because of the upcoming Samba/SMB updated functionality in light of the recent WannaCry hacks.
looks like i was able to fix this problem with a downgrade from v8.0.2 to v8.0.1.
FYI: that is not fixing a problem. It is avoiding a problem.
Also, a dmesg listing is not a kodi.log file.
Wifi performance is one of those things that is a very individual thing. Every one's situation is unique. Plus the fact that the inbuilt antenne of the RPi3 is pretty tiny in size doesn't help either. The 10 second thing is problaby a buffer filling up. An external USB wifi stick could help a bit.
As always... If you have the chance to use a cabled network connection, simply do so. It will make so much difference.

LibreELEC runs on a plain vanilla Linux OS, with some bells and whistles to make Kodi possible. Running Windows applications is not an option. The CLI can be accessed via SSH.
Which .exe files were you planning to run?
Like I said, it's about the database. Which is not a file in the strict sense of a text file.
You will need to re-add the source(s) via the Kodi GUI, which adds them to the database(s).
As far as I see it, the sources.xml file is only a backup file.
FYI, editing the sources.xml file will not automatically update the path values in the video and/or music databases.

FYI, no need to plaster the command outcomes all over the place here. LibreELEC has in-built pastebin functionality for a reason. 
But yeah, reboots have a funny way of solving things.
The "Wait for network" option is enabled?
Make sure that the external drive is not still in hibernation or suspend mode from a Windows session.
Also double-check for any disk errors, because Linux does not like them.
Connect the drive and SSH into your Chromebox, and provide the URLs from the following commands:

The only option is to SSH into your RPi3 and set the time via the commandline.
Try setting the 'Wait for network' option for at least 30 seconds. Perhaps you have an extra slow network.
