Just for the fun of it, try a clean LibreELEC setup and install ONLY the youtube addon, and check again.
Raspberry Pi's are used for many solutions such as advertising, and rotating screens are more common there.
Not many Intel boxes are used with rotated screens, so the need for wiki pages on that subject is low, I guess.

For future Kodi/LibreELEC usage, make sure your SMB server is running SMB version 2 or higher.

So how come we see no debug enabled kodi.log files for any of them? We are not mindreaders, and you also haven't bothered to tell us which hardware this supposed video stuttering is happening on.
Have you also contacted the Youtube add-on developer since it affects all your devices?
You are using commands that are used designed for a Raspberry Pi, which is a totally different hardware animal compared to an Intel NUC box.
You can use xrandr --output HDMI-1 --rotate inverted for Intel graphics. Change the video output port as necessary.
Secondly, put the xrandr command(s) in the .config/autostart.sh file.
Can you make 2-3 of your non-working photos available so we can do some testing ourselves?

As always, include a kodi debug log, as we have no clue as to which hardware you are running LibreELEC on.
The Surface Pro 4 is not on our supported hardware list, simply because none of the LibreELEC Team Members (as far as I know) has such as a device, AND has tried developing & installing LibreELEC on it.
Yes, it probably needs a Generic build, but the boot process may be different. Also, its resolution is a little weird: 2736x1824, as in a 3:2 aspect ratio, which might clash with Kodi internals.
Okay, so you can rename your hdd now via the commandline in SSH :
e2label /dev/sdb1 multimedia_hdd (or some other fancy label/name).

Wifi or ethernet cable? If you have cable, no buffering should be necessary.
If the bitrate on your (local) videos is too high for the otherwise excellent RPi GPU, perhaps it's time to get a better htpc box.

Be advised, that upcoming LibreELEC builds will require you to put passwords on your SMB shares, as higher SMB-versions are becoming default for support. It's all part of the WannaCry debacle from a few months ago.

The official LibreELEC build does not have RetroArch or Emulation. But it is recommended to report bugs in his own 'Extended' thread: LE8 "Extended" community build (Generic/RPi) Emulationstation/Chrome/Spotify +++ , because it is not an official LibreELEC build.
