A htpc with a pico psu, an ssd and a fanless board like a Asrock J3455-ITX will get you a silent htpc solution.
Power consumption will not be like a Wetek HUB or a Odroid C2, but it's not that bad either.

It wouldn't be the first time that a 3rd party skin has a bug and causes problems in Kodi.
Any problems with using LibreELEC when the default skin Estuary is selected?
Only thing is I was using some sort of "wizard", for lack of better term , and it had build releases on it
As in "ilegal addons", for lack of a better term?
Repositories with build wizards and other banned addons are definitely not Kodi's favourite conversation topic. If you want further support on Kodi/LibreELEC, I highly suggest you refrain from using those tools.
FYI, it's Kodi Leia

and it tried installing some addons and repos
Which ones are those? if some addons/repos don't work, we'll need to verify that.
Check your current version first In the About screen of the LibreELEC Settings Add-on.
If it says version 8.0.2, then you have the current stable version installed.
What version are you updating from?
Are you sure you used the RPi-2 update file, and not an RPi-1 update file?
The size of the storage space is not relevant here, the system partition however can possibly be too small.
Well pal, there is still plenty of hardware out there for which there are no specific Kodi/LibreELEC builds.
It's not like simply baking bread, it requires a bit more effort to have Kodi run well on a hardware platform.
And besides automobiles, computers are probably the worst objects for an investment. Technology goes fast these days.
The best way to get support for Milhouse builds is to react via his thread on the Kodi forum for Raspberry Pi.
Are you trying to remotely watch videos through TigerVNC from your Chromebox?
Which hardware are you using for actually watching the video(s)?
Watching videos via a VNC connection is totally killing all video hardware acceleration.
Perhaps you need to rethink your viewing solutions.
"Great product with great support"
And yet its Amazon page has been removed...
The 'fully loaded' description probably has something to do with it. It's a term that makes our skin itch real quickly.
It's also the reason the Kodi and LibreELEC teams are not inclined to give support.
Question: why would we offer support for free when the box manufacturer offers such 'great support' for something you bought?

Sounds like a old box already to me. It's probably time to buy a more contemporary box for running Kodi.

It's nothing personal, but I guess you can thank all your 'fellow' Kodi box users for that. Those who have boxes with some build of Kodi, and which have been (pre)loaded with one or more (some have 40+...) repos and add-ons which are deemed illegal by Kodi. Combine that with ignorant members of government journalists people who have insufficient knowledge of the whole picture and thus conveniently lay the blame on Team Kodi for even starting (and now continuing) the illegal video streaming via the Kodi application. FYI: the Kodi application does not provide any video content by itself, let alone illegal video streams. It's all about the addons. So anyone having banned repos/addons on their Kodi box offering free movies and/or tvshows, sports etc which normally have to be paid for in one way or another, gets the cold shoulder. All as per our forum rules, which you no doubt have read when you registered on the LibreELEC forum.

I'm just brainfarting here, but the 'Blank other displays' is likely done via a digital command, and VGA is an analog signal. And hence it doesn't work.
Does the laptop have a keyboard key combo to disable the onboard display?
Oh my, look at that. Installing a banned add-on and still expecting support. Hahaha.
