The processor is not the problem. A GT1030 card can do most of the tricks but not in Linux/LibreELEC. Current Nvidia drivers for Linux are limited to 8bit video only.
Alternatively, get a cheap AMLogic S905(x) box.

Those flaws have been there from the beginning of OpenELEC, and yes after so many years they are still there in LibreELEC. Also in your builds. If I had the programming skills I would try and change (some of) that. Changing the root password is supposed to be in the LE 9 builds IIRC. Representing yes, but it doesn't mean I agree with every thing in LibreELEC.
Does that mean it's okay for users to create wide open up networks by turning off password protection? What is likely to follow is questions appearing on our forum why users cannot reach/find/play their media collection anymore. Have fun answering those topics.

SSH can be enabled/disabled in the LibreELEC Settings addon.

Have you tried (again) to install the older version as asked?
Is Windows supposed to remain on the m.2 ssd?
The LE creator/installer (if it works) will wipe the entire SSD for the LE installation.

Ehm... "Latest build" means nothing to us as it can mean any version/build. As you are posting in a Jarvis release thread, this can get confusing quickly.
Right now, the LibreELEC v8.2.1 (Kodi 17) build is likely the final one for Krypton, meaning all efforts will now be directed towards Kodi 18 aka Leia.

If addons from Kodi's own repository are failing, then first force-update the repository (via the left slide menu).
Also make sure you have the "Wait for Network" option enabled with a sufficient timeout to ensure a working network/internet connection.
If you are referring to different addons than mentioned above, then please enlighten us.

All in all, try a different HDMI cable, different power adapter, different SD card, fresh LE installation.... If all still fails, it's likely to be a hardware failure on the RPi's part.

Your log shows no direct indication as to what the origin of the problem is. So simply stating that it is a bug, is not correct.
For all I know you could have a somewhat underpowered power adapter, disrupting things when more power is needed. Yes, the Krypton GUI may need just that little bit of more power.
If there was a definite crashing bug somewhere, we probably would have gotten some 80-100,000 complaints from RPi users by now.

I'm not sure if using ReFS is the best way to go forward. Even Microsoft itself seems to have lost faith in that file system:

First, that is not very usual, and secondly it would be more a Kodi problem than a LibreELEC problem.
Which skin is active when this is happening? You could enable the "Go to first unwatched video" option, perhaps that solves part of the problem. Or maybe certain addons are disrupting something in the background.

You'll need an additional font IIRC. Try this one: dejavu-sans-ttf-2.35.zip
put it in the media/Fonts folder. You may have to restart LibreELEC now.
Then change the GUI font in Settings/Interface/Skin/Fonts.

If the old(er) installation works, you could after that try to upgrade manually to v8.2.1.
