Start with providing us the FULL log file via Pastebin.com - #1 paste tool since 2002! or similar text upload website. Because only giving us 2 lines of a complete log file is basically useless.

You won't be getting many different views on your question here. Let's start with a kodi.log file, preferably with debug enabled, so we can see some internals of your laptop.

So you have 3 HDD/SSD devices. If this is in a LibreELEC-only machine, I would suggest you use the native Linux EXT4 disk format instead of the Windows NTFS format for your internal disk(s). At least, if that is still possible, and you haven't completely filled the drive(s) yet.

Both NTFS drives have a Windows system/recovery partition on them. Both only take up useless disk space. Create single primary EXT4 partitions if possible.

Only 1 device has been mounted, the 'Movies' HDD. The other, big one, 'Kodi' labeled device is not mounted. It's possible that this HDD is still in some 'dirty' Windows sleep/hibernation state. Or that perhaps disk errors have been found. Linux is kinda picky on that, but only to not mess up things any further. Mount the disk on a Windows machine and do a full check, with a proper system shutdown.
You can also try a tool like GParted to check on your disks/partitions.

Gigabit itself is more than capable of avoiding buffering.
You use SMB for network connections? Try using SMBv2 or 3, or try NFS as an alternate file protocol. Just to rule out any hiccups in SMBv1 (which should be avoided anyway for security reasons).

HDR is still a work-in-progress for Kodi 18, so that may take a while. Also, not every Intel chip supports it, only the Core i3/5/7 cpu's and not the 'simple' ones such as Gemini Lake. Changes may come in future in bios/uefi/drivers/etc. It's hard to tell now.

Please remove all superrepo crap and their related add-ons off your LibrELEC device and run a clean LibreELEC setup, so we can eliminate all "outside interference".

I have no HDR TV or AVR to test so I cannot confirm the HDR part on the GT1030.
I do know that Nvidia drivers on Linux only support 8-bit video, and that 10bit support in Linux for Nvidia is not likely in the foreseeable future..

everything i watch is buffering every 10 minutes or so...i cured this on openelec by copying an advancedsettings.xml to userdata folder
What exactly is buffering? Local network files or internet streamed videos..? I have a S905 box here, and I don't need any buffering fiddling.

It's perhaps a heroic remedy, but if it's only for a single file (or two...), then it'll help.

It does depend on which hardware you are trying to play your BR disc... A Raspberry Pi, an Intel PC, an Android-type box, your coffee machine perhaps?

Why don't you first start by removing all banned repositories and their addon crap from your LibreELEC setup, so that we deal with a clean Kodi device. And then play your test file again.

We only have the 64bit Generic build for Intel-type boxes, so that would be the 8.2.3 Generic build. Paste the .tar file into the update folder and reboot. Do switch to the default Confluence skin first before upgrading, other skins may cause a problem when there is no Krypton-compatible version available.

Start upgrading your LibreELEC build first. Kodi 17.3 is from some time ago.
Also, using a Raspberry Pi for playing 1080p HEVC files is not the best solution.
LibreELEC 8.2.2 has a few HEVC video refinements for that which are not in 8.0.2, but it's not a magic box.
If you want to play fullhd hevc video properly, you will need better hardware.
