I'm not sure if the RPi 1b has enough 'oompf' to do audio conversations on-the-fly via software decoding.

Or install LibreELEC fresh onto the 16GB card, let it auto-resize the /storage partition on the first boot, and restore a backup onto the 16GB card made from the 8GB card.

Just heard and read that the ASRock > J4105-ITX currently costs approx 128 EURO (in Germany), so that's a hefty 40-50 EURO more than its predecessor the J3455. Plus the fact that memory DIMM costs also shot through the roof (2x4GB DDR4 SODIMM = some 80 EURO atm), building your Intel HTPC is becoming an truly expensive hobby.

Would it be the best solution?
It depends on your "use case" aka wishes. If you plan to continue viewing the same video collection, then a RPi3 will be a sufficient solution for h.264 videos upto 1080p resolution.
If you are planning to watch 4K or 1080p HEVC/h.265 videos anytime soon, then a RPi3 will not be enough. Devices like the Wetek Hub and Odroid C2 are LibreELEC supported devices.

The Raspberry Pi boxes are the devices with probably the longest support.
LibreELEC runs just fine on the RPi.

I'm a bit curious as to what all needs to be 'restored' in your LibreELEC Chromebox. Running a normal setup with a single extra skin, plus a decent thumbnail cache, should not ask for more than 4GB of disk space on the /storage partition. So which extras have you stored, making up for the other 11-12 GB of your current SSD?

If it's for LibreELEC only, I'd go for this one
It's the very latest of onboard Intel Gemini Lake cpu/gpu. The only thing it lacks is HDR support, but who knows what Intel will come up with. You'll need a HDR capable TV to notice it.
Admittingly, none of us have any experience with it yet since this motherboard is so new, but the previous series (J4205/J3455) has proven to be a stable setup.
For the rest, don't mention banned/illegal Kodi add-ons like Covenant again, or you will be directed to the forum exit quite rapidly.

LibreELEC 8.0.2 is a thing of the past. Upgrade to v8.2.3 if you can.
Did you also properly install LibreELEC on the SSD, and let it resize its storage partition on the first boot?
When LibreELEC runs, start up a SSH session, and give us the output of:
Is your HDD still empty?
- If so, format it with a single EXT4 primary partition, and give it a proper label name.
- If not, put it back in a Windows PC and do a full error check/fix on it. Afterwards, shut down Windows fully and properly. Then put the HDD back into the LibreELEC machine, and boot again.

FYI: Kodi always keeps the previous log file available via kodi.old.log .
And also, you haven't enabled Debug Mode:

You can set it via the advancedsettings.xml file, using log level 1, keeping the Debug OSD off-screen.

But yes, an attempt with using NFS instead of SMB would be interesting. I've been using NFS for years without serious glitches.

You were requested earlier to get rid of the 'crapware', being illegal Kodi addons, from your LibreELEC setup. Apparently that crapware is still there, and thus still messing with your system.
No support until a fully clean log file is presented.

A smart phone can handle a SSH application too, if need be.
