How about you provide a debug-enabled kodi.log file (via a pastebin website near you), so we can see some details for the video at hand.
Kodi 17 is EOL. No more builds or fixes will be released for it.
Try LE 8.90.003 Alpha with Kodi 18 Leia and see if the problem regresses.
Also get rid of ANY Kodi banned repositories/addons from your setup. You won't get any support when those are installed.
Kodi's own log is in the /storage/.kodi/temp folder.
Any chance of you providing a kodi.log and possibly a crash-log file?
Simply saying "it doesn't work" doesn't give us much to go on.
With (crash) log files we might find something.
Nvidia works fine under Linux as long as the videos are in 8-bit only. 10-bit support under Linux is sadly not in Nvidia's vocabulary.
They should be, but why not testdrive LibreELEC (preferably the new LE 8.90 Alpha 3 build for Kodi 18) on an USB stick, and find out?

I get that, it's just that modern houses are suited less and less for wifi signals with all isolation materials. It's up to you.
Ethernet is designed to handle signals up to 100 meters of cable, so 15 meters should be no problem

That's possible. I hardly look in that section myself, as most of my LE devices are connected via ethernet cable, and hence I have no wifi fuss.
For static IPs it's best to adapt your router for fixed addresses. Saves a ton of work from having to reprogram each connected network device.
But good to hear it all works now.
If your LibreELEC setup contains an old password for a wifi connection, the simplest solution IMO is to have LE 'forget' that wifi connection in the LE Settings Add-on, and then reconnect using the new password.

Thus having more than 1 NFS server with the same content? How is that going to work in your Kodi network?
1080p at which frame rates for that box? Surveillance videos are usually not the most sophisticated ones.
I checked the logs and I did not spot anything wrong.
