Storing watch or resume status shouldn't be video type dependent. Perhaps your video database is somewhat corrupted.
Uploading a log is always useful.
its not a database thing, its about being able to jump within the file.
now there are so many rpi4 "status" threads so I dont know where to follow, but as of 20210203 I cant resume files again with h264, is this known? if not I will upload logs

Check your TV and whitelist settings. Make sure overscan is disabled on TV and kodi actually used 3840x2160 (not 4096x2160).
As usual, debug logs help.

Also if I choose it manually while playing it works.
but kodi selects 4096x2160 for some reason.

Changing regdomain only works if you don't have an active wifi connection (so after reboot). Also, if you connect to a wifi network that has a regdomain announced on the router/AP (some do, some don't) and the driver supports this (most do, some don't) this will override the LE regdomain setting.
hm this always worked for me with libreelec 9.2.6. Now to get 5ghz I have to first boot, LE will put me on 2.4 ghz, disconnect from wifi, choose swedish as my regdomain and then connect to wifi manually. in that order 5ghz works. after next reboot I have to do it all manually again.
My ssid is both 2.4 and 5ghz in the same one (unifi)

hello! ive installed nightly with date 2020-12-30 and skipping works great, however I get weird artifacts on the side of my tv (Sony 55" A85 4K UHD OLED Smart TV KD55A85), it appears both in menu and while playing video.

hello! with showstoppers like seeking with hw accleration etc, is it more likely that le 10 will be released a long time after kodi19 is finished or atleast that rpi4 releases will be delayed?
