Sounds to me like he's talking about waking other devices from the Pi. LE has Python, and there are scripts that can do WOL like this one: wakeonlan.py

I'm building without issue on Arch, although I have applied a number of fixes that may or may not have been upstreamed.
First thing you should do is upgrade pkg-config with the commit from master.
My tree is here if you get stuck on something else and want to cross check for fixes. Another good place to check for fixes are in the Arch source repositories. As it's a rolling distribution, you'll find a lot of patches applied to various software in order for it to compile with later versions of whatever tool is used during build.

There's no such thing as a foolproof update. Just back up and update, see how it goes.

I think the celeron does not have the same instruction set even if it's haswell gen, that's why you can't boot it.

Does your chromebox have a haswell cpu?

Firmware loads now at least, but I guess that wasn't the issue:

Le8.0.x doesn't have the firmware bump needed yet. I've just uploaded my 20170711 build which has it.
Otherwise you could download and manually put into /storage/.config/firmware/i915: bxt_huc_ver01_07_1398.bin
