Basically, the build should still work on any x86_64 cpu but if you have haswell+ it might run a bit faster. I don't know if these optimizations translate to much difference regards to Kodi or emulators but any improvement is a good improvement.
For your NUC you should give the build in the "intel-core-avx" folder a shot, as it has additional compiler optimizations for haswell and 4.13 kernel.
I don't think the license allows for redistribution.

Not sure how you came to that conclusion. There's added optimalization for any CPU that has FMA/AVX instruction set (haswell and up). It's mentioned that during testing Skylake improved up to 50% during certain operations.
That depends on the type of game you launched, as I use different emulators for certain ROMs. Most likely it's RetroArch, you can find the configuration file in /storage/.config/retroarch/retroarch.cfg, or joypad autoconfig files in /tmp/autoconfig.

You did a reverse lookup during your tcpdump, not the same test as what you are saying is failing. When posting tcpdumps, it's better to use the -n option (don'ẗ look up names) and also run it in the foreground so that you can copy/paste exactly the traffic you are looking for. As it is you posted a bunch of lookups and nobody can tell which is which. The .domain part you are seeing is simply meant to be the DNS port (specified as "domain" in /etc/services), which you would see when using -n.
mglae is probably on to something though. You should indeed not use .local as your domain.
What, you don't think alsamixer can adjust your alsa volume? Kodi does not have anything to do with the emulators in this build, they are entirely separate applications. Adjusting the volume in Kodi won't have any effect, but the alsa volume will.
OpenAL is disabled entirely for Linux with that PR, because it's worse than other audio backends. Never even heard about cubeb, there shouldn't be any reason to change audio backend you can adjust volume like I explained.

Performance should be the same as on OE, as LE = OE (it's a fork). It's still pretty much the same software. I do have several performance tweaks in my build though, so perhaps that's what makes your experience better.
From a zip file I suppose they are third party and do not contain addons built for 8.2.

I've been testing a bit, disabling the busybox mount applet and instead adding mount from util-linux seems to do the trick (i.e. it supports the -c option). Downside is that it needs helpers for nfs/cifs. I already have nfs-utils in my build, so I added cifs-utils as well and now systemd mounts/unmounts both cifs/nfs like it should.
This is probably something LE upstream will have to deal with at some point too. Perhaps busybox could be hacked to silently ignore the -c option for example, or systemd hacked to not use it. Or even better maybe busybox should support it 
He's using my build, so I've probably introduced this regression somehow. Could be the util-linux bump to 2.29.2 or systemd bump to 2.34. I'll be investigating, in the meantime you could mount manually in autostart.sh and unmount in shutdown.sh.
