You can try this build until there's LE 9.0 with upstream RetroPlayer support.
It's already merged in other than the retroplayer addon repo, which is a waiting PR.
aarch64 is difficult because there is no dynamic recompiler support in the emulators so most won't work properly. I've had success with some snes emulators though.

Retroplayer was just merged upstream which kinda makes retroarch and emulation station obsolete.
You have to connect your ps3 controller via a cable first, then press the PS button, then disconnect the cable, then an on screen prompt should appear to trust the controller. If you accept the ps3 controller should pair wirelessly after that.

There could be several running. You will also need to check for lircmd.service, lircd.socket, lircd-setup.service, lirc-uinput.service, and irexec.service. These are all part of LIRC. All of them effect the way key presses are sent through. The easy way to check which services etc. are running is to use:Codesystemctl list-unit-files
This will list all the systemd units on your machine. You can search by pressing / then your search term.
You will have to stop the automatic restart in udev if it exists as well.
This won't work for LibreELEC. the [email protected] is activated via a udev rule, so disabling it won't do anything.

Yes it's possible. I'm just saying it's not worth your time. You're wanting the overhead of running a virtual machine when you could just do it natively.
You will have to run tvheadend or vdr in LibreELEC anyways so your not really helping yourself out by doing what you are wanting to do.

I think you are confused about what you want to do
LibreELEC is a standalone linux distro built to run kodi. It has no package manager other than the kodi add-on system.
I think you are better off just installing tvheadend or vdr on your current machine to use the pvr hardware, then connect to that from the native kodi install on your machine.
