NUC doesn't have full HDMI CEC support. Only simple power on power off support. You need to buy a pulse eigth CEC dongle.

The wifi chip on the RPi3 really isn't meant for sustained video playback. Use a proper wireless dongle if you want decent wifi.

ah, Do you have some systemd service that mounts something? The examples depend on Requires=network-online.service which will pull in that dependency.
So that could be it

You have the "wait for network" option enabled which holds the boot for 10s. Other than that I don't see anything else out of the ordinary.

Just believe me. I've read the code. VAAPI is disabled for anything that isn't intel.
The only thing I can think of you doing is adjusting the deinterlace settings in the video OSD to a vdpau specific method.

AMD does not use vaapi (in kodi). Both Nvidia and AMD use vdpau on kodi. So if you disable vdpau then you are cpu decoding.
