For the Rpi4 ist there still the Option to buy a mpeg2 hardware Decoder license?
For Live TV I am using this settings.
1080p 50Hz (Germany)
Deinterlacing: vaapi Motion compensation
Scaler: Lanczos3
Use HQ Scaler above 30%
Sync to Display off
For Intel Hardware with HD 500 or above those settings work. Plus Intel stutter fix.
Maybe bei you can select Something equal?

I am Not Sure but could be Libreelec lacks on czech language Support and none of the Team speaks czech.
As a workaround I would Set language to en. Set everything Up and Then Change language Back to czech.

I don't have a rpi4
But settings should be the same as on x86...
Set Resolution Change on start/Stop
Make a Whitelist for Display Resolution and refreshrates to use.
Use a refreshrate which ist equal to the TV Signal (50/60Hz)
Try different deinterlacer and scaler settings.
Deactivate sync to Display.
Search the forum...
If I remember Well there was at least one thread with settings for Rpi4.

You can try Windows XP and XBMC (now KODi) V12 aka Frodo and older Versions.
Or old Versions of Mediaportal.
But I doubt you'll be pleased with the Performance...
The Origin XBox had an equal setup (733mhz CPU and 64mb RAM), but at least a dedicated Nvidia GPU. So it was able to Playback h264 at 480p.

Hey thank you both for the reply, the drives are Matrox M3 4TB, these drives unfortunately don't come with an external power supply.
I don't have a powered hub available right now but it's a good idea, i'll try that, thanks.
I am using 2 powered Hub's from TP-Link for 4 years now. Had different ones before but they finally last

Hello!
Libreelec is mainly made for running KODi.
That's the Main purpose.
Sure you can Stop KODi but I doubt LE has all the sources you need build in.
So you have to make your own build.
Maybe better to Install Something else Like Ubuntu, Arch etc.

... and If the Device is mounted behind a TV you won't get a propper Signal. Also the Keyboards and mices are commonly designed to be used near the PC.
Same Here with a Logitech K400r. I also use a USB extender cable with a unpowered Hub to Connect the K400 Receiver and a Bluetooth Dongle for Audio to extend the range.

What Iridium told you. I guess both are 2,5" HD's. Two HD's are maybe to much for the Device in Case of Power draw.
... And Take a Look If the HD's have different names.

Maybe I am wrong, but I am Not Sure configuring a remote on Libreelec works the Same way as on AndroidTV...
So, maybe better to ask on the Support Forum from the Software you are using.
For example...
On Libreelec some Buttons working on 9.0.2 are Not working on 9.2.1 anymore due to some Changes.
But, maybe someone can Help.

On one install the videos thake so much time to start, about 1 or 2 minutes sometimes more, then I have this message in kodi.log :
and the video starts, no problems for the following videos.

You'r saying that you have two Installations but only one has thus behavior.
Hey Not trying to Backup the flawlessly working Install and restoreing it to the not working device?
Or do a Clean Install for Testing?
Then you See If it is a Software or Hardware issue faulty cable, Bad Signal etc.
If it is working fine after the restore you can Change IP etc and everything is fine.

Just to Proof what I wrote...
Intel states x3100 has Hardware Acceleration for mpeg2 and wmv9 only.
But...
In Windows DirectX is used to "enhance" mpeg4, h264 Playback.
Due to the fact that DirectX is not supported/available in Linux this could be the Problem If you try to Playback mpeg4, h264 etc.
You can try with different settings for Video (sync to Screen Option for example) scaler and deinterlacing. maybe you can get better Playback results.
Or you can try an older Libreelec build with KODi 16 or 17. Video Playback but mainly live TV was way smoother in KODi 16 and 17. Also If a Video ist running in Background and you Bring Up an overlay it doesn't stutter or skip Like it does since KODi 18. Fingers crossed, maybe the KODi Team will fix this with 19... But I think they don't Care...
I had different Boards with gma 4500 and ATI onboard years ago (running Mediaportal, vdr, and finally Openelec) but decided to Switch to Nvidia because of HW decoding and Image quality which was equal to a Receiver for live TV

IMHO Your Hardware is way to old (gma x3100) for Hardware Acceleration now adays needed. Mpeg2 is eventually supported but nothing more.
So any Decoding is getting done in Software (mpeg4 etc...).
If you have an AMD or GF 610 or gt730 around you can add it for HW decoding.
But a Raspberry Pi 3+ is way more Energy efficient.
