Got it working.
Created a qca directory in /storage/.config/firmware/qca containing the missing file nvm_usb_00190200.bin
Cold boot and bluetooth is working.
/usr/lib/firmare/qca contained 3 files, rampatch_usb_00000302.bin, nvm_usb_00000302.bin and rampatch_usb_00190200.bin
Was just missing nvm_usb_00190200.bin.
After cold booting it is now listed in that directory as well.
On my main computer in directory /usr/lib/firmware/qca there is a symlink nvm_usb_00190200_0112.bin pointing to nvm_usb_00190200.bin

Wifi is still working but bluetooth fails to start.
bluetooth hci0: Direct firmware load for qca/nvm_usb_00190200.bin failed with error -2

Speed seems a bit off on 5G, was able to connect at 6G on Kbuntu.

The Generic image is not currently built with CONFIG_ATH12K enabled hence adding firmware doesn't achieve anything. I'll share an LE13 test image later in the day that includes the missing module and firmware. If you can confirm that works I'll send the changes upstream to our main repo.

I tried adding the firmware files to /Configfiles/firmware/ per the wiki but this isn't working.
