Is "wait for network" set in the LE settings add-on? .. what happens if you manually refresh the repo a minute after boot?
It was set to 10 seconds, I changed to 240, rebooted and tried the repo, no joy. I then waited over a minute told it to check the repo for updates and no joy again. Attaching a new log file.

I can't edit my previous post, not enabled by a moderator yet.
I have now tried version 10.0.4, 11.0.3 & now the latest nightly build "LibreELEC-RPi4.aarch64-12.0-nightly-20231219-865d980.img.gz"
I have updated my RPi 4 to the latest nightly build and synced with NTP. Browsing the Libreelec addon repository is still not possible. Log file from the nightly build is pasted below.My public IP address is x.x.10.93

I'm having the same issue and have checked that ntp is working correctly. A snippet from the log
