The problems reported in the first post 6 years ago should be gone with latest nouveau driver and that hardware.
Just disconnect the drive with the current installation, install the latest version on a different drive and look if its working fine now. If everything is fine, you can install it on the main drive.
But the current stable release is broken and the LibreELEC stable user dont get it fixed.

In general such regression issues gets fixed in real quick time. Kodi 20.2 is releases in June 2023. At the moment i get a call every week when the "TV" would finally get fixed again and have to tell the people, that they have to wait for your release.
Its completely out of rationality to have to drive now over 100 km to install a TEST-release and than when the fixed stable release is out there, i would again have to drive over 100 km to install back the stable release.
I also wrote that i have even wait for few LibreELEC 11 point releases to get past to have a as stable as possible release to install because its that far away and that huge amount of work to manually switch versions.
PLEASE fix this regression by a normal version release that normal stable users get automatically installed like it was always since years.

The mainline-support for RK3588 is in development (is really far at the moment). No LibreELEC releases for RK3588 at the moment.
There is also no LibreELEC release for the VisionFive 2 board or any other RISC-V boards.
You can get cheap used RK3399 based boards that are supported from the list of boards here: https://libreelec.tv/downloads/rockchip/
RK3399 is out for years and so you should have few used boards in your local market available.
In case of freedom/libre you can in general take this from best possible to not that good.

Practical recommendations for LE: Any Rockchip RK3399 board. If you want a model named, than take the PINE64 RockPro64. If you need the most possible speed at supported boards, than take a Odroid N2+ (Amlogic) or a khadas VIM3 (both based on Amlogic A311D ).
There is a regression in latest stable LibreELEC 11. Detected with a fresh installation of LibreELEC-Generic.x86_64-11.0.3.img.gz . The issue was not there in LibreELEC-Generic.x86_64-10.0.4.img.gz .

I have EXACTLY the same issue with the most generic setup as possible. Its a Intel X86_64 computer running Libreelec. TV connected to HDMI and also HDMI-sound used. The computer have a DVB-S2 PCI card ( 06:00.0 Network controller: Techsan Electronics Co Ltd B2C2 FlexCopII DVB chip / Technisat SkyStar2 DVB card (rev 02) ). TVheadend server and client are running on the same machine (127.0.0.1) . Its a simple "HTPC"-Setup. A computer attached to the TV in the living room.
It was running before LibreELEC-Generic.x86_64-10.0.4.img.gz - the issue was not there.
Now LibreELEC-Generic.x86_64-11.0.3.img.gz - the issue like mentioned in this thread is here.
Its the HTPC from older people i have to drive over 100 km to fix stuff. Thats why the upgrade from 10.0.4 to 11.0.3 was only installed after 3 stable point release. It should be as stable as possible. But its not. I have driven today over 100 km because of this issue and dont know how to fix it.
I attached the log from the reported and today partly reproduced issue - the spinner was not visable today (but have been reported to be there in livetv) but the channel list was gone after starting and stopping some channels. I shortened the kodi-logfile at the end where it was repeating nearly the same thing over and over again.
The people have to restart the HTPC to get the channel list back.
