I've created a fresh image based on LE 12.0.0 and Kernel v6.9.8.
The card is detected and functional.
Getting around ~220mb/s up/down which is not bad for 25 SGD$ and running on a Intel J4205

Do you think I can just build kernel 6.9.x or does LibreElec apply some special patches ?

I bought a RealTek RTL8126 NIC that I use in my AsRock J4205-ITX System running the recent LE 12.0.0 version.
Unfortunalty the current image is missing the driver to support the card.
Is there a way to ask for support in LE for this piece of hardware ?

I tested your build on the ASrock J4205 with a Denon x1600 and a Samsung QN95B.
HDR will be detected and picture looks great.
Only problems I discover is that I got some stutters wth DTS and passthrough and the RAR/Archive plugin seems not to work.
