I had same issue with my RPi3 and tvheadend 4.3 setup (Astrometa tuners, 2x DVB-C + 1x DVB-T)... Same "green artifacts, glitches and distortion", only with 1080i, didn't tried to play with deinterlacing, I resolved after activated the "Force old status" in the tvheadend server tuner setup (web interface).
Doesn't work for me.
When watching 1080i50 livetv channels on rpi4 nightly build, I get green artifacts, glitches and distortion.
If I deactivate deinterlacing in video settings, livetv playback is smooth.

I did so: installed new from repo and only restored userdata.
Maybe an issue with libnettle?

deleted /storage/.kodi
then only restored tvheadend/hts + iptvsimple
kodi crashed when starting iptv channel
I deleted /storage/.kodi and after reboot I restored le backup.
No improvement.
If the original install was done some time ago, delete IPTV simple files from /storage/.kodi/addons and /storage/.kodi/addons/packages then reinstall them. Some compile changes mean old(er) compiled add-ons don't like current nightlies; newer versions of the add-on are built with options that work/avoid crashes (assuming I guessed the issue correctly).
I tried that but kodi still crashes.
