Are you guys comparing like with like. How are the drives formatted in both cases. How are they shown as mounted. Maybe compare logs to get a better insight to the problem.
Post full logs. It’s impossible to assess what’s happening without them.
Not exFat since I want it to be a native Linux FS. But, EXT4 mounts without issue.
One other point...
If I let LE use the sdcard for both SYSTEM and STORAGE and then plug in the BTRFS formatted USB drive after LE has booted, LE recognizes it without issue (indicating it recognizes the FS). It is only the mounting of the disk at startup that is failing.

Have you tried formatting your USB stick with exfat. If so has that worked for you.
Just curious. Have you tried shutting down from a terminal session. If so does it exhibit the same behaviour.
Can’t offer advice on your tight wallet but the RPI Zero/Pi Hat combo works fine. Might be worth cracking open the wallet and getting a decent antenna cable connector though. Either way I wouldn’t waste too much time fiddling about with DVB drivers. Remember time is money.
Where possible I’d avoid anything that requires DVB drivers. Personally I use the Digibit Twin for satellite DVBS though I imagine if you search a bit there may be a DVBT equivalent available.
Alternatively you could make similar by using a low spec RPI and DVBT HAT and have it act as a server to your LE client along the lines described here. Cheap as chips and practically invisible https://www.hackster.io/news/introduci…992512c6195.amp
Looking at this I strongly doubt you’ll get it working in LE11. Possibly try an earlier version of LE but the best advice is try yourself first and then come back for advice Problems with August Freeview DVB-T202 and Raspberry Pi 3

Mirror your setup in RaspiOS and attempt to boot again. Without any form of log it’s all just speculation. At least that would rule in/out any firmware issues.
You could edit the /boot/cmdline.txt
, remove the quiet option and watch the console for all messages during the boot process. That should give you an idea what you should be looking out for.
Have you got the latest firmware installed and correctly configured on the RPI4. Sounds like your RPI4 is trying to boot from SSD.
You’ve four tuners in the R1 so four separate feeds from your LNB hooked up to the four inputs on the R1 pointed at, for example Astra 28.2 should give four clients full access to all available muxes. Alternatively you could record three channels from three separate muxes while watching a fourth channel. There’s a number of ways you can configure the R1.

Thanks for the quick reply. So are they regional variations on other channels as well? For example 4seven has 2 or 3 services. Seems weird that there'd be regional variations for channels like that.
