So out of curiosity I tried the LE11 HDR dev build from Feb. 17th and it completely resolved my problem. So maybe I just need to wait for LE11?
I'll try to run this, but would prefer to stay on a stable release.

I'm using the latest version of LibreElec 10 on a minipc with Intel N4100 CPU, Intel UHD Graphics 605, and 8GB RAM.
I've ripped some youtube videos that I store on a NAS and I noticed the playback stutters every 10 ~ 20 seconds, but only if I have hardware acceleration turned on. The stuttering is almost like its stopping to buffer but the playback statistics show everything is fine.
Not really sure where to being troubleshooting, any help would be greatly appreciated.
