This appears to require Windows to be running on the NUC to install the firmware.
Is there any way to install this HDMI firmware on my NUC running LibreELEC?

HomerJau, this has also happened with my NUC8i3BEK.
When this happens the video (when watching a movie) is also very "choppy", along with the no sound.Reboot always solves the problem.

I have an Intel NUC8i3BEK, and it also plays DTS-HD MA just fine.
One thing I will recommend is that before you power-on the NUC, make sure that your TV and you AVR are both powered on and that the correct inputs are selected. Then power up the NUC.I hope this helps.

I have the same audio delay problem viewing 4K content.
