mystery solved.
Turns out its been a bit longer since I last messed with my Kodi setup than I thought (isn't it great when things just work) and it turns out that I was running on a Pi 2 model B.
I will like retire this device and find a new purpose for it and upgrade to a Pi 4.
I likely have WiFi disabled as I always do if I don't plan on using it so I will take a look and see if that does the trick. It is the internal Bluetooth I am using so initially thought maybe it hadn't been set up however the dmesg test showed it got initialized ok.

I didn't see anything in the log that listed a problem with Bluetooth but maybe you can find it.
I'm running 9.2.6 on a Pi 3 and I am getting either "No Bluetooth adapter found" or "Bluetooth disabled" when enabling the Bluetooth on the device.
I ran a dmesg which listed that Bluetooth got both device and sockets initialized.
What could be the problem that causes this?
